The Phobians dominated large part of the first half but they were unlucky to go into the recess a goal down, Uncle T scored in the dying embers of the half.
At the start of the second half, Hearts of Oak leveled the game through a free-kick scored by Salifu Ibrahim.
Hearts of Oak continued to mount pressure on their opponents and scored two quick goals to kill off the game. Kwadwo Obeng Jnr and substitute Benjamin Yorke scored in the 71st and 73rd minute respectively.
In the final game of the round, Dreams FC beat Asekem 2-1 to progress. Dreams scored first in the 45th minute through Collins Boah, before Asekem equalized in the 63rd minute from a spot kick.
With two minutes to end the game, youngster Abdul Aziz Issah scored the winner for Dreams FC.
In other results, Asante Kotoko defeated Bechem United 4-2 on penalties shootouts after a 2-2 draw to secure a place in the round of 32 of the 2022/23 MTN FA Cup.
At the Crosby Awuah Memorial (CAM) park, Karela United kicked out rivals Medeama on penalties after a 1-1 draw.
Steadfast won 1-0 to kick-out Tamale City, Samartex trash Adjoafuaman 4-1, Aduana FC scored in either half to beat Dormaa Unity 2-0 and so on.
